Bogotá is a large city, normal precautions should be taken, 1 star areas are typically safe mid-town areas such as Chapinero or downtown El Centro & La Candelaria. Petty crime may exist in tourist areas..

2 Stars

2 star areas are either less desirable areas with a greater risk of petty crime such as San Victorino, or 1 star areas close to unpalatable areas, for example Caracas con Calle 63 is OK to the East but appears to turn nastier West of Caracas.

3 Stars

3 Star areas are designated as such because the highest level of caution ought to be exercised, areas that you normally would not visit were it not for your urgent need for a loofah or some hessian sacks.
